yes, all Spec Ops (Kenshi Balanced is Spec Ops, Cassie also and Jacqui too). Of course people can replace any Spec Ops in this trio but keep Cassie for 25% unblockable attack chance.

Cassie, Jax and Sonya but without Kenshi there's no 1SP at start... and having 1SP at start it's a great advantage.
