You can check the chances for each rank in “season rewards”. Champion is 6%. I usually finish champion and I’ve got noob at f2, despite skipping a few seasons, so I’d say you’ve been quite unlucky if you don’t have him yet.

I like Shao Kahn because he is free , useful passive and assist , he is a tank , insane damage

If you are saying you hate him because you don't have fun while playing with him , that's more reasonable
