mk11 skarlet is great on paper, but she feels underwhelming when you play her. She's only viable if you team her up with jade or kabal, or else the AI is going to swap like crazy to prevent you from activating her passive

I was not impressed by mk11 skarlet but after I used her i am impressed.Her performance and usefulness increases rapidly if blood rain is triggered.Her basic attack and combo enders are decent , sp1 is not so great but useful if you use blood suckers , great sp2.The main issue that I see in her is that she takes a little bit time to block incoming attack if her basic attack can't break opponent blocks

It’s not one or the other. I’m not suggesting one should buy lots of characters from the store. But, for example: I wouldn’t have beaten ToH or LKT at the time if I didn’t have a handful of good challenge cards at high fusion because I (also) bought them from the store when I had the chance.

Day of the dead jade is easy to deal with. The other 2 one evades basics and the other specials. So you can try and have power generations gear as well. And aim for X-rays
