Main team Sub zero Liu Kang Scorpion ( all mk11 ) level them up with realm klash battles, use sub zero as starting character and then tag in scorpion when battle begins, additional stack of fire on enemy to deplete their health faster

Also other good ones to level up after those are sindel / kabal and skarlet
