Play them in the 1/1 or 3/3 FW mode to determine who you like to use together. Don't forget to try your various equipment and maybe even make a few Talent Tree presets that can boost your teams abilities.

I'd choose Sindel and Fujin over Liu though.

My advice then, is to upgrade each as the opportunities arise. Obviously, higher fused fighters may have greater HP (hit points/health points and a bit more attack strength, but consider their passives closely and not just the DoTs. You'll probably wind up switching between them depending who you're facing on the enemy side.

Yeah. I suppose that FW Survivor mode remains the most popular mode for more experienced players, so it's better to spread the growth of your fighters equally because the cost to revive a character in Survivor is too high to make sense.

Yeah, I guess the best way is to just try them out, swapping one character with another in Quick Faction Wars (FW) mode until you have sorted out through trial and error who you are more comfortable with. Hell, sometimes it can be down to who's Specials are easiest for you to get 100% Damage with.
