You should use MK11 Characters with other MK11 Characters.

MK11 Noob Saibot, MK11 Scorpion and MK11 Liu Kang - Good team with good synergy.

Fire God Liu Kang won't be useful for those two, they're not Elder Gods and his Passive won't Buff them.

For Fire God Liu Kang you should try something like... MK11 Fujin, MK11 Raiden and Fire God Liu Kang. Both of them are Elder Gods and will benefit from Liu's passive.

That is not a problem, there are plenty Gold Kards that can be used with him. Pretty much any Raiden (Thunder God and Dark), Shinnok (mostly Vengeful) and Elder God Kenshi are all good kards (not perfect, but totally viable) with FG Liu Kang.

Remember: not all "perfect" teams are made of Diamonds. Kombat Cup, Lizard, Triborg and Shaolin Teams are all there to prove it.
