I'm confused as to whats the best way to utilize the blaze

Should I equip it on mk11 scorp or some other character thats good at applying fire Dots

You see the problem is that if I equip mk11 scorp the blaze equipment than I have to keep him as a starting character thereby cancelling the opportunity of scorp applying the fire dot as he tags in
