Did you use Devorah a lot? You should not apply any dot for lion. I tested it with only 6 dots in entire round(fetal) and still got Lion B or C.

I did but most of the time I just used her SP2 which was a guaranteed kill

I had a setup where Raiden had Pysch Bomb and Dvorah had Cleaver, so they’d always knock up the opponent a few seconds

Ok, maybe enemies survived more than 5 times and got the dot.
Moreover, you should have some sort of healing mechanic in your team. Something like healing from basic attacks or Shangsun in your team.
The requirements for Lion is just too much and it's still random.

The main difference here is power gen difference and lethal blow chance. She is not relying on dots and with help of Subzero, she destroys bosses with lethal blow.
