i believe it still applies that uh, depending the level of friendship you have with the other trading party is the "floor" iv you can get

How to regular raid passes work? Do you have to stay near the raid until the very end or just until you start the fight?

It's not a seasonal spawn, no. You can technically still find them, as they are part of the general spawns chart, but only with absurd rarities.
