Gen 4 starters are a regular wild spawn for Southern Hemisphere this season, and aren't supposed to be about in the wild for Northern. (Obviously, there's still a chance for one to spawn from the non-seasonal spawn table)

Honestly, the best way to grab one would probably be a Glacial Lure, which has Piplup as one of the potential lure-specific spawns. (And Totodile, actually.)

Unfortunately nope unless theyre in your local spawn pool (i think a couple water ones are in the north spawn pool atm, but still pretty rare to find)

The Gen 4 starters are still technically in the Southern Hemisphere seasonal spawn pool, and all of them (afaik) are in the non-seasonal pool, so there's like a miniscule chance that any of them can spawn.

But elsewise, yeah, your best chance if you can't hit stops to get the right research tasks is probably normal Lures. Glacial lures if you're desperate for Totodile/Piplup, but there's no real guarantee (Oshawott's also on the Glacial pool, but you're better of incensing for that). Arguably Rainy for Froakie, as it's not technically an event spawn. Definitely none of the other special lures.

two anecdata: friend A got one (1) shiny from using one (1) incense at home, friend B got 28 shinies in 3 hours walking around with incense in a densely lured area
