If you're lucky the balloon that appears will be a big meowth face, which contains Jesse and James (it appears to be roughly 50/50, between a regular grunt and the meowth balloon, so it's not too difficult but it's not guaranteed). They will each battle you and you'll earn 2 mysterious components, although it won't count towards any rocket battle quests other than the Jesse+James one in the Celebi research. After battling them, you get the chance to catch their shadow scyther and pinsir, which can both be shiny.

Special research don't have a deadline as long you start them/do the intro between the dates of the event (in the case of Celebi, as long you start the research before Dec 17th, you can take it easy to finish whenever you can).
