That map isn't official, so if a nest isn't marked on it, that doesn't mean the nest doesn't spawn Pokemon.

If you see a bunch of one (or two, sometimes) species of Pokémon spawning in a confined area, that's usually a nest.
The area of a nest is usually a darker green color, but not always. I've seen that new-ish nests sometimes don't have that dark green color.

There's a ton of documentation online (mostly by TheSilphRoad and PokemonGOHub) that explains how nests work. You may have to look to reddit as well (r/TheSilphRoad), but the information out there is mostly compiled by other players.

Dratini and Gible (and other rare Pokémon) nests don't exists, but you can still find some cool nesting species.
Up until recently, my local park was a Mudkip nest. 🙂

That's more than enough to evolve and level up a Quagsire. Probably even two, depending on the CP and the League you're going for (I'd suggest GL)
