The buddy gets excited if it earns enough hearts fast enough. Each interaction that gives it a heart gets it closer to excited. Most of them have a cooldown (you can't get enthusiasm by spamming taking pictures, you have to wait 20 minutes between shots I think) except walking. There is a decrease over time of current excitement level so it cannot be just a slow build over the day.

If you’re talking about your buddy pokemon, the walking bar at the bottom (1km, 3km, 5km, 10km or 20km if legendary/myth) that doesnt reset daily and can just be filled over time to earn more and more candy! The hearts up top (2km) reset daily!

Pokegenie and PokeRaid are both great for finding either people to join a raid you are hosting or find someone to invite you if you're looking to use a remote pass. Activity depends on community interest on both sides.

With only one, I would recommend Shadow Mewtwo to get Psystrike, failing that Mewtwo to get Psystrike, and the only non-legendary absolute top tier would be Metagross to get Meteor mash. I would also recommend putting together a half-hearted team for PvP. Since matchmaking will try to keep you at opponents for a 50/50 win/loss ratio you can hit level 19 through just throwing yourself at it enough each season to get another elite-TM.
