I don't know what a wow scooter is. The Pokémon is your walking buddy. If the app is open and the screen is on, it will track your GPS. If the app is completely closed it will use the phone's pedometer. It's not your only opportunity, but they are quite uncommon. I get twenty to twenty-five incense spawns a day, I have seen up to three in a week but I've also gone a month without any. They are very much a long term goal and not something you can reasonably expect to snag quickly. They have about a 90% chance to flee on any throw that doesn't catch them and a very low catch rate. Golden razz and ultra ball when you see them, roll the dice, and hope for the best.

P.s, rocket balloons should be every 3 hours ^ so 12,3,6,9 repeat , if you dont keep your game open / are just opening it for the first time you’ll get a balloon (ie: if you opened the game at 8am you’d get your 6am balloon and 1 hour later you’d still get your 9am balloon
