You have to beat a rocket leader three separate times. Any of the three will count, but yes that means you have to defeat 18 grunts in total to get three radars.

But you can only have one radar, then you beat the leader, then the six grunts again for a new radar, repeat until complete

Yeah, when I evolved my Magikarp a while back, I just had to walk with it for a while. Though it wasn't for a research, but one that was...was the Feebas I had to evolve. I wound up having to walk 119.3 big un-American units of measurement to evolve it.
