You need at least one pokestop.

(As long as you have one, you can enter/exit a challenger battle the required 5 times instead of needing 5 separate ones to beat)

Basically it gives you a short timed research quest (13 days) that gives you 3 out of 9 pokemon that are relatively good in PoGo competitive.

These mons won't have the correct IVsets, for the most part though.

Each costume mon only spawns during the event in which it's featured; it can't spawn elsewise. Occasionally they do get brought back (For example, Gracidea costume Pikachu got brought back in this event), but it's somewhat uncertain which ones will be brought back.
