For your first question, you’re mostly looking at what you can hit with dazzling gleam compared to what you can hit with hyper voice. You’ve nailed some of the points I’d already make (you can hit ghost types, etc.) but I think it’ll help a lot see specific damage calculations

There are very few scenarios you’ll encounter where that small damage differential matters. Dazzling gleam is mostly there to hit stuff like Flutter Mane or Dark Urshifu. Maybe also to hit a pokemon that resists normal like Rock-Ogerpon.
This is why a lot of Farigiraf have skewed towards running moves like Foul Play. If you run Foul Play, all of a sudden you’re able to hit those ghost types that are immune with super effective damage. Stuff like calyrex-shadow takes 80%+ damage from foul play whereas dazzling gleam does maybe 15-20%
