Generally he’s the best, but if you don’t want to make your team reliant on rain, then I’d suggest pelliper, or torn.

I built a team centered around him with Archaludon and Kingdra to take advantage of the rain aswell as porygon 2 for support and Rillaboom and Landorus-T for offense when rain isn't viable
