If I were to build a terapagos tailwind one I think I'd use whimsicott

Encore can be useful in allowing you more time to set up and reduce your opponents ability to stop you from setting up

All you need is TW

The extra damage output from Bleakwind particularly into things like Boom and Amoonguss who are more impactful in turns against Terapagos due to FO/Spore pressure is favourable as well

and double Spread damage is also very good pressure
