You’re confusing ladder with VGC which isn’t quite the same.
VGC only refers to the tournament circuit, which happens to share the same banlist regulation as in the game ladder. But except for GCs giving points, there is no other overlap and officially they are separate. For example Series 13 was never a VGC format.
Imagine trying to qualify for worlds, and you cant even play the worlds format officially. Showdown is not well supported in your country, so the only way to get practice is asking people for help.
Meanwhile players in all other countries but Korea, get Regionals, Locals and ICs to qualify with AND get practice.
BSS is an “official” format yes, its popular as hell in Japan as a side thing. But when they do BSS qualifiers for worlds (such as tournaments like Dragon King which gave invites in the past) theres a lot of unrest.
I mean imagine having to qualify for the NHL by playing Road Hockey.

-Can I safely do the psyspam thing? (follow me + Trick room)
-no? Why not
-choose different armarouge Indeedee moves
-not good enough? Can we still lead indeedee?
-no? Are we setting TR still?
-yes? Ogerpon + what?
-no? Reconsider Indeedee but lead it with Ogerpon for Helping Hand cudgels

I think you need to Tera fairy chomp, click eq
Then explosion with weezing
As you need the spread damage to take out both shifu and chien
Bulldoze doesn’t do enough damage to urshifu
