I don't recommend relying them in a significant capacity, but Torkoal is a mon that only needs 3 functional moves. You don't often enough click Protect unless you're running Liligant, so you can justify playing around with the fourth slot. Most go for Overheat, Solarbeam, or Clear Smog. And all are quite situational. I prefer Helping Hand or Fissure to help you get out of tight jams. Fissue overall gives you the highest risk reward factor so i only click it in a situation where not clicking it would have the same result as it missing. Like the game I linked.

the fast option is flutter sunny day to Hliligant, or torkoal Htyplho, HH and eruption. or even Flutter H typlho sunny day eruption or like eruption moonblast to cover more options
Hlilligant after you and torkoal eruption is also a choice. but with the prevalence of follow me and rage powder it became a bit weaker. but still viable
