Let me give you an example since I'm terrible at explaining. Say you have a raw card worth $40. You send it to PSA (the grading company) and they send it back as a PSA 10 (that means as far as they are concerned it in the best condition possible). The card that was worth $40 (unknown condition), is now certified to be in top condition and is now covered by a hard plastic cover, hence worth more. Hope I explained that good lol
