There are 3 ways

1. Set the level lower (Can be done in showdown)
2. Get more gym badges
3. Set the OT, TID and SID to be yours, so it obeys at any level regardless of badge count (for some reason, I prefer it scale with your badges no matter who's it is)

To explain it all in 1 message, you didn't put your SID, without that the bot chose a random number (SID) from 0000 to 9999 giving you a small chance that without providing your SID the mon would have your SID. I'm I saying SID too many times cause I'm not done explaining yet. Pokemon Obedience through the original trainer depends on matching TIDs, OTs and SID without all 3 matching it'll follow traded Pokémon obedience level caps, being what happened to you, the Dialga in question is following the trade mon obedience cap since it randomly chose a SID that wasn't yours thereby making it a traded Pokémon. How do you find your SID well you need pkhex and a pb8 file of a pokémon that's yours (can be anything even a route 201 starly), and if you can't do that, well have fun trying to guess your SID cause pkhex is the only way to find it.
