If it isn't available in your requested ball, that usually means that the pokemon set your requesting cannot be generated with that ball as it was never available with it.

Most event rayquazas (if not all) are distributed at level 50 from mystery gift. Try raising the level by 5, and see if that works. Also both words
( Luxury Ball ) should be capitalized.

Also I believe the ball it's in should be under the ability, not too sure if it matters though. Il fix your set for you and you can try it.

I've run into the same 3-4 people or gotten a no partners found about 30 times in a row and have yet to encounter the bot at all, which seems statistically odd with how few people are in rotation.

From my perspective, when every name I do see is one I've already seen multiple times, it seems like there's only a small pool of people there unless it's just a staggering coincidence at this point.
