Bot banned is a role a staff member has to apply manually, so how is the stagg supposed to know if the person uses two accounts?

Its pretty simple, bot banned is mainly because the bots wrong. That can be due to showdown for legends gengar, requesting swsh mons in legends gengar or anything else repeatedly doing wrong, but the first two are mainly the ones why people get bot banned

From what I heard it goes to sixty. Plus, I don’t see why that would stop the queue from moving, because it doesn’t seem like the bot’s active. It’s status on Discord itself is offline if that has any importance.

I don't know where you got that info from cause there is no Gmax pokemon that has a requirement that needs them to be in the Max Lair under certain conditions, (with the exception of Urshifu and Melemetal) you either find a Gmax in a Max Raid/Lair or you give a Pokemon Max Soup, you have to give Urshifu Max Soup and Gmax Melmetal is through it's Pokemon Home event
