If I remember correctly, then this is an event exclusive move from a Heatran which couldn't/can't be shiny. If you replace the move with a different one, it should work

I assume you want a Pokemon from PLA (I see noble there lol), go to Tools, Data, Encounter Database. Under Species select the Pokemon you want, and under OT Version select PLA. It will show you all the pokemon encounters that are legal and what level they are. Right click on the one you one and select View, then you can edit what you want
