Considering Birb is my favorite hero and I play on R8, I believe my opinion is pretty solid.
Even when playing a rather average Cat build I was mowing through enemies faster than Birb could most of the time, and Cat doesn't even have anything that lets him become a god of damage instantly to break Reincarnation in half like certain other heroes do.

I mean with the birb, if you have the scroll that gives you 1 health permanently, and doubles your shield/armor, and then level 3 of the ascension that restores armor when using leap, and then have a bunch of stuff to reduce the cooldown of leap, you essentially become invincible as nothing can break your constantly replenishing armor

Not just because he's got the lowest and least consistent damage, but because his high survivability gets diminished by the existence of revive spam, and Easy Kill gets diminished by other players killing the enemies.
There's a reason why he's got the nickname "Birbulance". Because all he's good for most of the time is picking people back up.

Fire Tower is one of Cudgel's best weapons.
Also the snake is probably the hardest boss for newer players but I promise it gets a lot easier once you're used to the attacks. You'll get a feel for the fight over time.

In Reincarnation difficulty there's things called Blessings that really help such builds out. Painkiller is one that applies all elemental effects at once when you proc one, and another called Counterviolence gives weapon damage hits a 50% chance to crit regardless of where they hit. This works with Cudgel. Both super good. Cudgel also has a specific blessing for it, too.
Prior to Reincarnation as stealth said you need forced crit for sword crits. Deadly Counter/Fire Enthus is the og combo. Be careful not to take Flame Shard so the fire actually hurts you for the Deadly Counter effect.
A good Decay offhand is usually an Aura of Venom, Sting, Prism, or Poisonous Ghost. All except the sword can roll the blue text that double the effect chance. AoV doubled is 80%, Prism 60%, Sting 50%. So look for that text to see if you get lucky.

Picking something defensive is probably the play if you don't intend to use skill damage. The stacking damage is alright, but it's additive damage which basically means it doesnt actually amount to much.

If you make it to 4-2 with a very strong build, the elites aren't actually that bad
you just need to make sure you camp the spawn and kill them ASAP, as multiple penguin elites can go out of control really quickly no matter how good your build is

the spawn rate, spawn positions and max number of dudes are different than fjord which makes it a little harder to level thus making the map itself innately a little harder than fjord no matter what style build you use

As a direct example, Birb got Double Tap and Turtle got Tsunami Punch in the same update.
Double Tap lets a weapon hit an enemy effectively twice, with a cooldown.
Tsunami Punch on the other hand gives +300% total damage to Aspis retracting attacks, adds a weapon hit onto that which also gets +300% total damage, and gives him +2 Tidal Aspis capacity, for almost no real cooldown on his primary skill once you get a couple ascensions.
When it came to blessings, Birb gets nothing but scraps.
If you look at ascensions it's not that much better.
Somewhat recently his Nova Shockwave got changed to a single-point ascension, so you get the level 2 Max Armor on kill and the level 3 damage. No special level 3 effect because Nova Shockwave didn't have one.
Cat got his Advanced Shield changed similarly, getting the level 2 shield recharge rate and shield recharge delay (the delay having been from a previous buff, with the level 2 amount practically being instant recharge start), and getting the special level 3 effect which makes his shield recharge uninterruptable, which is way more powerful than "better damage".
New heroes being added are also getting more and more powerful, like Turtle and Fox, simply because they're newer, and they still get buffs anyway.
