Because Minecraft has to put something there. You could use a plugin or manually void it out
By deleting the new regions
The world painter file could have had void on it so it's void for x number of blocks. That's nice to do. Not sure how far out you are talking
It’s also useful for structures that haven’t been implemented in the map, ie trial chambers
which plugins more specifically?
id prefer to keep the outside of the map voided or inaccessible since it could lead to abusing it (since its a factions server)
Faction might have world border built in or use world border plugin
You can also use it to delete areas outside the border too

Just make sure to check to make sure your border is correct. Dynmap is good for that
