Can you please post your logs?

Please navigate to the local files of VTS. This can be done in Steam by clicking on the ⚙️ gear icon then Manage > Browse Local Files (see image below)
If you are on Windows, please navigate to
VTube Studio_Data\StreamingAssets\Logs
If you are on Mac, please navigate to
VTubeStudio.app\Contents\Resources\Data\StreamingAssets\Logs
...and then find the most relevant log (probably the newest one).
Also, are you using a VPN?

That looks good. So apparently something is blocking VTube Studio from accessing the internet.
Could be a firewall, could be some antivirus/security app, ...
Do you have any antivirus apps? Like AVG?
all i have is windows defender
Then make sure to add VTube Studio as exception in Windows Defender.
You might have to remove and re-add it.
That's fine. But remove the old entry and re-add it.
Windows sometimes likes to invalidate firewall exceptions when an executable is modified.

I don't think so. Your browser can request the VNet status just fine.
But VTube Studio returns an error when trying to request it.
Can you download stuff from the Steam workshop from within VTS?

There's something on your PC that is specifically blocking the VTube Studio process from accessing certain domains...
Before trying anything else, maybe try rebooting your PC and router.

Your logs show that VTS is trying to access https://status.vtubestudiocloud.com/ but it's returning an error.
But if your browser is able to access it, VTube Studio should be able to do so too.
Unless some app or security setting on your PC is blocking it from doing so.
after restarting router and pc it works now! thank you!
