Windows 11 Home Edition
Made sure Nvidia is up to date
Made sure Vtube Studio is up to date.
Webcam itself works in camera app and in other apps (Such as Discord).
Redownloaded Microsoft Visual C++ 86x
Downloaded Webcam DLC from Steam (in an attempt to fix, did not)
Ran the run batch file and it DID work. Received Camera feed and Tracking.
Reselected webcam, turned it off and on.
When turning off and on, or when starting the program up, webcam light turns on for a moment, and right back off.
Camera access allowed in settings.
No others apps are using the webcam (From what I know, would show light indicator otherwise I believe, but have restarted multiple times to make sure as well.)
Do not have a VPN
Did Steam Integrity check, said 2 files were missing, and it said it "restored" them.
Moved Folder Location from Program Files 86x to Program Files
Tried start without Steam batch file

Another note. Previous to the 15th, webcam and tracking was working perfectly fine.

Don't know how often I need to bump the thread to keep it active, but since it said every day on rules, will do so, but delete previous bump messages to not clog the chat, Hope I am doing this right 😅

Temporary fix:
Using a second instance of OBS with the webcam as the only element, and using the virtual webcam option in OBS for VTS's webcam input. It has some issues with quality drop, therefore some tracking issues, not being able to use the direct webcam source, but they're somewhat minor and it works for now, at least in testing purposes.

The only factor which more largely is uncomfortable with this, is having a live feed of the webcam open on the computer, and while using Window Captures only should make sure this does not cause any face leak type issues in OBS / on stream, it is still very risky, and the potential is there for live stream slip ups, which is not ideal.

I am unsure if this is solely an issue of the computer, which would be more unique and hard to determine a fix, or if it's also something to do with Vtube Studio. Hopefully I can find a way to completely fix the issue with more messing around, but this is at least something.

From the logs it seems like it can't access your webcam.

#

It might be open in some other app?

#

This can happen if you have the webcam added as a source somewhere in OBS, even if the source is inactive.

#

Other apps that can cause that are Nvidia Broadcast and that Elgato camera app.
