The file path is the problem.
"D:/Game/Steam + Wallpaper Engine + Garena + LOL/steamapps/common/VTube Studio/VTube Studio_Data/StreamingAssets\Language\VTS Community Localization - English.csv"
This is a bug in Unity. When there is a + and a space in the path at the same time, it messes something up with the file reader code.
