If anyone reads Joe Saward's blog(he is a superb F1 journalist who actually attends every race and is VERY well respected in the paddock), he has been reporting that McLaren and the VAG group have been chatting. They want to enter 2 teams from their group, McLaten need money but shareholders Mumtalakat are not keen to sell instead preferring to try to increase funds with a new range of road cars. Any company looking to start a new f1 team from scratch not only has to invest 100s of millions to build factories, hire staff and develop a car, but also has to pay a $200m down payment straight off the bat to balance the decrease in revenues for other teams if there are more than the existing 10 teams.
