Between Leclerc and Piastri, I'd put Leclerc higher. He's handled a lot of his larger issues (and the ones out of his control have faded to some extent).
Piastri's main problem is that some weekends, he will just not be there. Like at COTA, where his major event was backing off to stay behind Lando.
Or this weekend in Brazil where he spun out an RB and just was never in a strong position in the race.
Leclerc has been more consistent and is more experienced. He also just had arguably his best year this year.

I don't agree with the insinuation that Norris had to hand over Piastri's win.
Piastri had that race won until McLaren decided to shoot him in the foot by getting Lando to undercut him.
Had they failed to manage the nearly complete screw up of a switch, it would have been McLaren (and Lando, to an extent) that stole Piastri's win clean from him.
People would be comparing it to Russia 2018 or Austria 2002 - and rightfully so.

F1 has over the last number of years tilted from "just a sport" so-to-speak more towards entertainment. That generally results in a portion of everything involving money but it also does cost a lot of money to run Formula One.

Tracks, for example, are not run for free. Formula One, as a whole, pays the tracks to use them for each GP as the tracks are their own businesses. They are not owned by Formula One. They are definitely not cheap.

Las Vegas as an example is a very expensive GP to go to for fans, that's not simply because Formula One want to make more money but a lot of that is wrapped up in how much it costs to run the event itself.

Because entertainment is a huge factor you can see Formula One make specific regulation changes, rules and so forth that increase the spectacle of racing. The business model is to get people interested and stay engaged with Formula One.

This includes tracks. If they can add more tracks to the season, that's more chances to get people engaged and more variety. If Formula One was the same tracks every year many wouldn't stick around.

The tracks themselves, being individual businesses, approach Formula One as much as Formula One approaches them to be featured in the calendar.

From memory, though it was years ago, the areas for fans are nowhere near big enough for Formula One race levels.

Las Vegas, as an example, already has the available accomodation and transport in-place 😉

This is surprisingly very similar to how I remember the track 🤣 . Fairly barren, very few places for fan seating, very little parking facilities. There is only road access and that is somewhat limited. The closest city is Monterey which is definitely not established for an F1 weekend 😆

I can imagine that's just the track. But there's many surrounding things that are a consideration too. Just some of which mentioned above

If transport in & out is poor, if there's not enough accommodation facilities nearby, if there's little in regards to entertainment when fans leave the venue. All of which is involved in supporting a race weekend. None of this will be involved in the tracks management or costs.
