10 seconds is the time penalty allotted for such an action according to the FIA's rules. Most stewards have been lenient on that rule, only giving out 5 second penalties. Guess the ones in Mexico weren't feeling too generous.
The second one can somewhat be determined by how Norris's racing line went. RB would have to prove that the telemetry showed that Norris was never making that corner and Max pushing him off didn't change the outcome significantly. I doubt they can prove that, but that's just me.

I believe that to keep F1 races fair and equitable, the penalties should be the same in seconds or superlicense points, and without distinction, whether champion or not. Based on the fairness of the commissioners and without rushing.

It's very difficult to maintain a consistent level across the stewards at each track as they are not all provided by the FIA under a standard management or training but provided by each track. Some stewards are more experienced than others and if the track-side stewards don't see something well from their vantage it needs to go up a chain which delays things.
