btw i reduced the ram allocation from 2G to 1G and then i clicked run.bat again

ok yeah you installed a 32bit Java installation
These cannot make use of more than 2GB of memory and it seems Minecraft doesn't like it either

actually if you only want to run Java and not develop Java applications like mods, you can also select JRE instead of JDK

If the installer doesn't work for some reason, you can also extract it whereever you want and set the PATH

or you just change java to C:\Users\User\Downloads\jdk8u412-jre\bin\java with all other args - that would have worked as well

it should only matter for the one running the server - and even for them, it shouldn't matter
I think it shouldn't even be necessary to disable it
You aren't seeing a message in the server console when your friend attempts to connect, right?
If that appears when your friend attempts to connect, it means they are able to send something to the server
Maybe they are using the wrong Minecraft version
Maybe there's an issue with getting the response from the server back to your friend
