Just because you have a vip16 account doesn't mean you will get VIP cs alot of the time now they say they don't have enough manpower and will only give it if you really spend a lot.

If they hit vip 16 before there was a "manpower" issue then that might be why, all i know is that i have messaged CS about it before and they say they have manpower issues
