When you exit EL, if you are still in alliance, even if it's bigger than 170 people, there won't be problems. The game won't remove overflow automatically.
Alliance just can't take new people in, until numbers is below 170, but those who are in alliance, they stay there as long as they want, or they are removed by leadership.
