We've been attempting to understand the criteria for profile picture approval from Rivergame. Currently, if a picture is declined, contacting in-game customer support and resubmitting is the best way to get assistance. Until we get further official guidance.
I've also heard that there have been cases of where the message pops saying the photo is reject yet when you scroll through the available pfp's it's actually be approved and able to be used so I would also check that first before taking the other option of reaching out.
I'm sorry and understand the frustrations the new pfp system has caused for many. Hopefully soon we will get a lil clarity on the do's and dont's.

I already went to customer support and this is the ridiculous response I got.
Use another player’s avatar for a standard? what does that even mean? How about they outline the standards and let people know. These are the types of images that are being blocked

Was made aware that there was a issues causing almost every picture to be decline. Since then the issue was resolved I'd recommend retrying to upload again.
