We have been trying to discover what the issue is or some form of guidelines from Rivergame as to approved / declined. Our current way of trying to get profile pictures approved after they've been declined is to contact Customer support in game and send them your required new profile picture. They will be able to best assist you in the reasoning or to add it to your account at this time. Until we get a formal indication.
