Its simply a visual bug, their icon just swapped, since its not only effects, the stats too

Glove dont have dmg dec, glove have dmg inc. Likewise boot dont have dmg inc but dmg dec. Hence its just a visual bug, icon swapped. I bet they will fix any visual bug soon, since all the stats still work exactly like it should be. Still bonus 18% dmg dec, and 18% dmg inc and same effect.
