The issue with 15 spaces in front is that it doesnt work with a game running on rock-paper-scissors. A navy would obliterate 15 tanks but lose against 15 planes...
It also means strong players joining late have no way to go up 400 spaces or so.

The way the normal warzone worked, before they got rid of it, was a win and lose adjusted overall points and rank was based on obtained points thereby if you join late you didn't get to get to the top. And stops people jumping 100s of spots on one hit.
