Shen or Quilly the better option but would recommend to get any heros you able to get with gems. It also depends on what route you want to go. Right now as you are in newer servers Carna Joan and Heid would be easier to run until Hero system is out for where Hiccup replacement will arrive

On new servers you have only these heroes as a choice. I'd suggest to take them, but be aware of option to get them through star road event too.

Thus, better read guide on the event. It can help you save some gems, but certainly just choose your unit type
