There was a period of time where transfers didn't exist then it went to troop power (was like 3 options) and you didn't need to apply. Then it went to transfer applications went up for upgrading your account (hero 5 stars) and the SL needs to accept your APP, and then there is the current system which tickets are based on CP and you need your APP accepted
