Even if they only spend a little. The person who minimally spent was going to fire slowly over time. Get further away from the mid-Spenders. And so on and so on.

My first transfer server was a very active server. Our top players were around 50 million. We would play SVS against players that were 70 and 80 million on the regular. And we could beat those servers. The same goes for now but even more so. Because some of these old players are super inflated now.
