So if one hero has 60% attack enhancement using your logic.and the other has 100% attack enhancement the value of 30% artilery storm is much higher to the one that has the 100% attack enhancement by default which I find incorrect

I used hiccup to attack df, without 20% artillery storm it did 102T damage , consider that as base.

Now after using 20% artillery storm, it did 115T damage.

Lets say it is additive which you mentioned - 146% (hiccup's own atk enhancement) and 20% (rune) so total is 166%. That means damage ratio should be (1+1.66)/(1+1.46) = 1.0813. Expected damage increase is 8.13%. So the predicted damage would have been 110.3T. But actually it was 115T which is around 12.75% increase.

Now what I said, rune works in multiplicative manner. new atk enchancement would be 146 + (20% of 146) = 175.2% atk enhancement. Damage ratio is (1+1.752)/(1+1.46) = 1.1187. Expected damage increase should be 11.87% more which is more close to getting 115T damage from 102T base damage.
