TopWar is going down a dangerous path... These super-expensive but effective upgrades, which can no longer be achieved with small even bigger donations for midsize-spenders, are becoming more and more common. The new HT is the crowning glory. Even the last one was already a challenge for midsize donors... this one only makes them feel more and more excluded from the game. The whales don't like it anymore either, because they don't need to increase their stats by another 10-20%... but they have to go along with it because other wales are doing it too - or they'll become midsize donors of the future and eventually give up on the game. And currently, many whale accounts are now just midsize donors because the accounts have been passed on many times and are no longer being maintained with a lot of money like before. Buying this HT and then developing the chipset costs well over 15-20k. You really just need to wait a bit until the next whale gives up and get a much better account for much less money as this HT with Chipset development. And this Account has then already this feature.
As I said... TW is heading into a dangerous direction. On the one hand, they're increasing the pressure on the whales with ever more expensive features at ever shorter intervals... and on the other hand, they're excluding most of the other players from these features...
