It depends on many things, if you are under a tower or something else, but in normal basic combat the one who does the attack attacks first

Example. Army HT.
Defense of HT translates into additional damage decrease= HT def + army def

Then it will be based on the army dmg dec and HT dmg dec for a final value

Defense > starting shield

Always grab defensive when over clocking.
