Yes, it boosts all parts that are affected by 21% (or, you multiply with 1.21). Affected parts depends on hero, for Marvingt it's indestructible and active skill damage. (you can check all numbers on hero screen):

So, indestructible goes to about 52%, damage goes to about 160% (roughly, I calculate in my head).
