As Tuffa mentioned you will want to always prioritize, whenever possible, specialization over Tier. The ressonators are hard to come by and even buying them over time, is costly. Once you reach level 3+1 due to the tech you will essentially benefit from all the slot passive stats. Until then, having +1 level is still good as in 2+1 will unlock you damage increase or decrease, I forgot which one comes first.
