It's not about complexity, it's about price. Devs want people to use up all their assets in ED and then have to purchase gems when gacha will be out.
Otherwise people would use gems on Gacha then skip dominators, as the rewards are lower.

If you have 110000 gems and can spend in parallel, the event brings nothing from you. It only brings money if you purchase gems 😛

I have 280k gems. That's their entire issue. Players are not meant to hoard, paying players or free player alike.
There's not enough to spend gems on, because most events required IRL currency directly.
As a result we end up with a lot of extra gems, and events like Gacha become useless for their business.

Like ELs stopped became less often once one EL got skipped in the cycle, and it stopped being a way to sell VIT to players as veterans could simply use the "missed EL" vit hoard
